With the development of economic,China accelerate the progress of urbanization. The urban population becomes a hugenumber. Tai Yuan, as the provincial capital of Shan Xi, the urbanization rate is highly83.76%, as13thrank in Chinese city in2012. However, the fact puts forward higherrequirements to social security.The establishment of the social endowment insurance system, based on the theoryof socialization production make the weakening of family function, market economyaccelerated the population flow. In June13,2011, the government published "StateDepartment guidance on carrying out social endowment insurance pilot urban residents".It has great significant in construction of harmonious society. In order to implement the"guidance" of the state council, Taiyuan published "Tai Yuan guidance on carrying outsocial endowment insurance pilot urban residents". In order to study the operation ofPension Insurance for Urban Residents for urban Residents, make Ba Lingqiao Street,Tai Yuan for the sample.Through making questionnaire survey about the eight communities in Ba LingqiaoStreet, Tai Yuan, the article study the income security and income equality. In the basicof study, the author summarizes basic cost of living allowance of Tai Yuan. In system,the rural social security and citizen social security are same. This result is proved bycollecting statistics.This thesis points out the important influence about making policy, system controland external environment. In order to strengthen the system, The basic pensioninsurance system and accelerate the integration process from the proposed relationshipwith the convergence and treatment with two other systems to improve old-ageinsurance for urban residents countermeasures.
