Local government behavior itself is the externalization of its own role and function, therefore the research of local government behavior of agricultural industrialization is worthy.Based on defining the relevant theories of agricultural industrialization and the local government behavior, taking Tonglu as an example, begin from the reality of agricultural industrialization of Tonglu, taking local government behavior as an clue, on the basis of describing the behavior of local government of Tonglu, Using the related theory of the theory of institutional change and the new public management theory, through the combination of normative analysis and empirical analysis, analyzes the behavior of local government in Tonglu agricultural industrialization process. Finally, Based on the experience and problem of Tonglu agricultural industrialization development, Puts forward relevant policy suggestions, think in the process of the industrialization of agriculture, local governments in addition to providing necessary funds and scientific research support for industrialization, also should pay attention to provide institutional guarantee, cultivate the agricultural industrial organization positively, at the same time, have a clear understanding of its roles and behavior boundaries, define the field of government behavior scenically, prevent the government behavior anomie, so as to give full play to the positive role of local government behavior.
