Enterprise will face the staff flow problems. And the employee flow problems, to the enterprise production risks, especially enterprise in staff training need to spend a certain resources and time, when an employee leaves, often can affect the enterprise production, so the enterprise from the profit maximization Angle, often through the human resource management and incentive way to reduce the employee turnover intention, thus reduces staffs liquidity bring production risk and loss.And for the production of concentrated time aquatic product enterprise, the turnover problems tend to have a greater effect than other enterprises on production. Staff mobility aquaculture enterprises have higher, especially temporary employees for replacement, and the high mobility and concentration of production characteristics, the aquatic product enterprises in the production season facing season labor shortage, hire employees not to risk. Moreover, different production scale enterprises are facing the risk of fluctuations in different production. At the same time, because of the characteristics of aquatic production, the official staff only need to hire fewer can maintain normal production needs of enterprises, but if the enterprise employee turnover, tend to have a greater impact on enterprise production, therefore, aquaculture enterprises reasonable human resource management will help the enterprise to control the formal staff flow, so that the enterprise caused by the formal employee turnover risk is minimized.This article through the questionnaire survey way of enterprise scale and employee flow relationship, and on the staff of the enterprise human resources management from the angle of human resource management. This study is to explore the aquatic product enterprise employee flow from the two levels of enterprises and employees.Enterprise survey results show, different size, different enterprises in staff composition is also different, this is mainly the labor supply risks facing the enterprises scale ranging from inconsistent, in order to avoid the labor supply deficiency caused by production volatility risk, large enterprises tend to reduce this risk by paying higher wages levels and increasing the formal employee proportion, but for smaller companies, this will increase the cost of production and operation, but also can not be perfect to solve the flow problem, the formal employee therefore, which requires companies to consider staff mobility problems from the aspects of human resources management; and the investigation of aquatic employees showed that, different types of employment, the different nature of the staff and workers of the enterprise human resources management is different, in addition to the salary, work pressure, business goals and personal goal congruence, and we respect degree and other aspects are also important factors influencing employee mobility.Finally, the policy suggestions are employee turnover for the need to pursue, to retain the basic starting point is that employees take corresponding incentive measures to meet the needs of.
