In recent years, all countries in the world is faced with pressure of fast medicalexpenses growth, our country is no exception. Especially in Shanghai, as one medicalcenter cities, has the high quality medical resources intensive, the medical service demand,and the prominent characteristics of diagnosis and treatment services in large, medicalexpense control difficulty is relatively large. Medical expenses growth is the result ofsocial and economic development. Continuing economic growth and deep changes ofsocial structure, will inevitably lead to demand change, and the changes concentratedexpression in the increase of the size and level of differentiation, and along with systemadjust, this change will be more and more obvious. Shanghai high-speed growth of localeconomy, the rapid change of population structure, steady progress of medical reform,largely driven by rising health care costs. This not only relates to each people’s vitalinterests, is directly related to economic, social and global stability. So we very necessaryto research the Shanghai what is the deep reason for the increase in medical expenses, andhow to optimize and adjust the structure of the Shanghai medical expenses.The purpose of this study is to realize scientific management of medical expensesstructure quantitatively, the rational allocation of the limited medical resources, reducewaste of medical resources, the benefit of the best medical services. Secondly, analyzed thetotal health expenses and medical expenses growth situation has carried on the empiricalanalysis.This study selects the "policy science program" as the guiding research methods,sociology survey method, statistical analysis method, economic budget balance analysis asapplied research methods. Summarized through literature analysis, secondary data andexpert advisory argumentation is used to collect data.This research mainly divided into five parts:First of all, confirm the problem.
