Basel III’s publication is full text clues in this paper. They will discuss problems onChina’s small banking risk management and how to deal under Basel III’s implementation.The articles are divided into five parts instructions to set out on the issue. Part I is theintroduction, are described on the background and significance of the study, combiningresearch at home and abroad. Presenting research method for this issue, embodied thecreative features of the article. Basel as part II, describes its background, contents andimpact of Basel agreements. Third part is about small banking risks, analyzing the smallBank definition, characteristics, and difficult position. And combined with mathematicalmodels, this part use factor analysis and empirical methods such as regression analysis, tomeasure the impact of various risks for smaller banks, and proved a positive correlationbetween risk status and management status. Part IV study that capital adequacy,supervision of smaller banks, market discipline of Basel agreement impact on China’ssmaller banks, with illustrated the issue. Part v sets out the smaller banks duecountermeasures under Basel III implementation。Trying to explain this problem fromseven aspects including perfecting the small commercial bank corporate governancestructure, optimizing the small Bank’s credit risk management system, establishment ofsmall banks complete operational risk management system to improve informationdisclosure mechanism of small banks, creating a counter-cyclical regulatory mechanism ofexcess capital, reasonable adjustment of small banks ’ business model, fostering riskculture risk awareness.This article combines empirical analysis and normative analysis, theoretical analysisand countermeasures exploring, comparative analysis method,and describe the risks ofChina’s smaller banks under the Basel agreement and strive to get proven methods andconclusions to the small banks ’ risk management.
