Presenting research method for this issue, embodied thecreative features of the article. Basel as part II, describes its background, contents andimpact of Basel agreements. Third part is about small banking risks, analyzing the smallBank definition, characteristics, and difficult position. And combined with mathematicalmodels, this part use factor analysis and empirical methods such as regression analysis, tomeasure the impact of various risks for smaller banks, and proved a positive correlationbetween risk status and management status. Part IV study that capital adequacy,supervision of smaller banks, market discipline of Basel agreement impact on China’ssmaller banks, with illustrated the issue.
