Research On The Institution Supply Of Government In Developing Low-carbon Economy In China

In the contexts of climate change and the dwindling of international fossil energy supply, low-carbon economy forms catering to the era and quickly develops into a global revolutionary wave. Faced with the pressure from international society and the current situation of environment deterioration as well as energy shortages, low-carbon economy has been the inevitable choice through which our country can realize the sustainable economic development. Technological and institutional innovation should be the core of low-carbon economic development, which involves the all-round reform in production mode, life style and concept of values, so the powerful government organization and guide is in urgent need in the process of low-carbon economic development. Before reforms implemented, institutions should be first, therefore, the government should improve the institution supply to boost the realization of low-carbon economy targets.Due to rather late-starting of low-carbon economy in our country, with the influence of factors, such as traditional conception, government function positioning, economic development stage, management experience and so on, our current government institution supply for developing low-carbon economy presents an obvious state of insufficiency, which has hindered the development process of low-carbon economy to some extent and also influenced the performance of government function as well as the construction of service government. Therefore, it’s necessary to enhance the government institution innovation ability, and to perfect the government institution supply.This paper, from the perspective of institutional economics, has studied the government institution supply for the low-carbon economy development of our country based on the institution supply theory. To begin with, determine the basic concepts and interpret the supporting theory; Second, on the basis of objective description about the present situation and the deficiency on government institution supply for the low-carbon economy development of our country, make a profound and systematic analysis on the deficiency; Finally, on the condition of theoretical guidance and cause analysis, construct the current process model of government institution supply for the low-carbon economy development of our country; put forward the countermeasures to improve government functions and perfect government system supply; meanwhile, use the experience of England and Japan for reference, point out the direction and contents of government institution innovation of our country, in the hope of provide some help for low-carbon economy development of our country.
