At present, most scholars believe that the average worker pay is low, whichproduces a series of negative economic and social effect. It becomes the consensus ofmost scholars that improve wages, especially the wages of the workers innon-state-owned enterprises. For the judgment standard of wages level, most scholarsstudy and compare on wages share of GDP only from the horizontal or thelongitudinal, but no one study the appropriate proportion of the increase in wages at adeeper level. This article will analysis the wages of the pricing theory, andemphatically study practice standards of the wages in actual quantity in primarydistribution.Combined with the influence of social and economic development on the macro, itemphatically analyses Marx’s labor value as a starting point, the marginal productivityof labor factors as a measure, Capital transfer profits capacity as a constraint and themodel of wages from the social function on the micro in theory. On the basis of thetheoretical model, it collects relevant data for empirical research. It accuratelycalculates moderate wages and the appropriate increasing scope of wages. Accordingto the necessary living expenses of the rural laborers, it calculates value level of laborforce in the country. According to the data samples from non-state-owned enterprisesin second industry, it calculates the income of labor contribution, the wages fromsocial function. So it determines moderate wages and the appropriate increasing scopeof wages in the non-state-owned enterprises. Then it tests actual impact of macroeconomic development under a certain range of the improvement of wages.In2010benchmark, the average wage of the second industry in China is¥32345.82, the average wage of non-state-owned enterprises in the second industryis¥30703.59. According to the empirical results, the rural labor force value level inour rural standard is¥11003.65. In the second industry in non-state-ownedenterprises, the income of labor contribution is¥29229.14, the wages from socialfunction is¥34606.61, the appropriate increasing scope of wages is12.7119%.Through the empirical test on the macro, if the wages increased by12.7119%,economic growth would increase by4.4034%, in which the consumption wouldincrease by3.4094%, investment would reduce by5.238%and exports wouldincrease by8.3658%. Meanwhile foreign investment would reduce2.307%,employment would increase by0.7322%, the weighted comprehensive economicdevelopment would increased by2.1119%. It confirmed that the wages increased by12.7119%is appropriate in the non-state-owned enterprises further. Different frame of reference has different explain. The level of wages also has adifferent frame of reference. Compared with China’s rural labor value level and theincome level of labor contribution in non-state-owned enterprises in our country, theactual level of wages is not too low now, and it still has improve space. From thewages plays a positive role on social function, it is more necessary to further improve.
