The Response Mechanism Of Organization’s Competitive Advantage On Industrial Policy And Regional Difference Analysis

In the background of American economic crisis and the European debt crisis,thedevelopment of our national economy, and the upgrading of industrial structure,constantly, meet with the "squeeze" from the American and European countries withtheir high-end industry development, and also need to subject to the "squeeze out"from emerging developing countries with their low-end development of theindustry.So, making use of the industry policy to promote high technology industrydevelopment, and to promote the upgrading of the industrial structure, is an importantway to realize the sustained, rapid economic growth in China,and is also the way ofchanging the facts that our country has been locked in the bottom of internationalindustry value chain and been low in the international competitiveness of the industry.Under this background, the pertinence on industrial policy,with its implementation isparticularly important. But this paper argues that, it is not enough to simply analysisthe effectiveness of the policy;if according to analysis of China’s high technologyindustry organization competitive advantage on the industrial policy response process,it will be more specific to make policy recommendations, to enhance our country hightechnology industry’s international competitiveness.This paper holds that, organization competitive advantage, constructed by thecore competence theory, is the key to promote high technology industrydevelopment.In order to make up for the limitation which traditional competitiveadvantage theory ignores the enterprise internal analysis, the core competencetheory, stressed from the perspective of enterprise internal ability, emphasizes thatresource integration ability, product research and development ability and enterprisemanagement are the core abilities in formation, promotion and deepening oforganization’s competitive advantages. Therefore, based on the three aspects ability,this paper have constructed organization competitive advantage evaluation indexsystem, and then to analyse it’s response mechanism which acting on the industrialpolicy.Traditional industrial policy, based on the new classical economics theory, hadonly paid attention to the analysis of economies of scale and the industryconcentration in market structure, neglecting the internal enterprise and its ability, soit cannot effectively promote the upgrading of the industrial structure andoptimization. Therefore, based on the theory of core competence and the constructionof a new industrial policy, with the resource integration ability, product research anddevelopment ability and enterprise management ability to format organizationcompetitive advantage, to promote high technology industry development and theupgrading of the industrial structure.According to the organization’s competitive advantage evaluation index system and the target that new industrial policies would promote the high technology industrydevelopment and its upgrading in industrial structure, this paper empirically analysisof the response process which high technology industry organization competitiveadvantage acting on the industrial policy. Furthermore, it has also made the analysisof our country at present that high technology industry organization competitiveadvantage regional differences on the empirical. Finally based on the analysis results,this paper provides some policy suggestions.
