The purpose to establish Northeast Small and Medium sized Enterprises Credit Re-guarantee Corporation Company is to increase credit, share risks, and solve the China Northeast SMEs financing problem. Because the short-term development of re-guarantee in our country, and the northeast area economic environment factor, the company is far from play its role.This thesis, introduced the theory of domestic and international financing guarantees, and re-guarantees, used domestic and international representative re-guarantee experience, combined with the actual northeastern area situation, with the purpose to exploring the necessity and feasibility of Northeast China SME financing re-guarantee system establishment with the company headed, build idea on system objectives and principles, system framework, management and control mechanisms, coordination mechanisms, compensation mechanisms and information support system on the proposal of building a concrete idea of re-guarantee system. And the suggestions and countermeasures on guarantee system problems that may arise in the future at the same time.
