Research On The Relationship Between New Industrialization And New Urbanization In Anhui Province

Since the16th national congress, the state’s file multiple occurrences of new industrialization and new urbanization guidance policy. The18th national congress put forward the development of new urbanization requirements. In promoting new industrialization and new urbanization, both can’t attend. As same as the whole country, the urbanization in Anhui province has been always lagging behind the industrialization. What exactly is the relationship between new industrialization and new urbanization? Whether the new industrialization and new urbanization of Anhui province are coordinated? The solutions of these problems are for relevant departments to provide basis for policymaking.In order to review the relation of new industrialization and new urbanization of Anhui province, first of all, this paper measures the level of new industrialization in Anhui province, respectively from the industrial structure and industrialization stage to study the level of new industrialization, then through constructing the evaluation index system of22indexes, combining grey relation method, through the measurement of comprehensive index of new industrialization in Anhui province from1992to2011, found that besides individual years down, general upward trend.Secondly, the paper analyses the course and performance of the urbanization in Anhui province, and then from the level of economy, population, infrastructure and people’s way of life four aspects to construct an index system of new urbanization level, using the analytic hierarchy process (ahp), to measure the new urbanization comprehensive index in Anhui province from1992to2011, the results show that the slow development of new urbanization in Anhui province from1992to2005, however, from2006to2011, the new urbanization has obtained fast development.Based on the measurement of new industrialization comprehensive index and the new urbanization comprehensive index in Anhui province from1992to2011, the paper analyses the two relations from two aspects of coordination and dynamic. Using the entropy change equation and the coupling coordination degree model, it studies the coordination degree of the two. Co integration equation is given in the co-integration analysis. Granger test shows that the new industrialization is the Granger cause of the new urbanization, while the new urbanization is not the Granger cause of the change of the new industrialization. Further impulse response analysis and variance decomposition show that raising the level of new industrialization will promote the development of new urbanization, while the impact of new urbanization level to the new industrialization is also to have certain effect, but it doesn’t so strong, having a weak positive role, and the trend of growth has been increased over time.Finally, this article briefly presents some relevant policy recommendations to promote the coordinated development between the new industrialization and the new urbanization:optimize the industrial structure, develop green economy; promote the citizenization of migrant workers, accelerate the new urbanization; coordinate the regional development in the province, perfect the modern urban system.
