The Research Of The Auditing Of Our Local Government Debt Based On The Theoretical Perspective Of Risk Society

Nowadays, As the European sovereign debt crisis spread in the world, the enormous panic of debt crisis covered the whole world. Strike waves and some parades have been occurred in many places through the whole world which obviously would make our society unsafe. Besides, in our nation, local government debt has been growing to a very large scale and this trend will make the local government reputation worse and destroy the credit order of our market economy. Finally, it maybe trigger the crisis of finance. This crisis also will lead a series of risks, such as forming a potential threat to the safety of our society, influencing the scientific development of our economy, and obstructing the build of our harmonious society. Following these risks, we realized that we have been stepped into the stage of the risk society. To face up against these companying problems, all governments throughout the world have to be faced with an important task——the management of risk society.Along with the development of our society, our state audit has been developing at a high speed, people would like to trust our state audit rather than before. Certainly our state audit have to bear more burden than before, and this will cause the larger scape of audit and more deeper research in all kinds of industries and yields. Our local government debt closely connected with our economic safety and social steady, so our state audit as an immune system ensuring our economic society to operate healthily has to defend our local government debt crisis, protect our finance safe and make sure our economy to develop persistently. This paper make the theory of risk society as my research basement and do some relevant research about the auditing of our local government debt. Firstly, I summarize many relevant papers of my topic, and make some relevant definitions of risk society and local government debt. Then, this paper analyze the current situations of local government debt and its forming reasons. This paper also analyze the problems and risks of local government debt and the effects of local government debt on the risk society. On this basis, this paper discuss the necessities and goals of the auditing of our local government debt. Then, combining the specific implementations of the auditing of our local government debt, this paper analyze some problems that existed in the practice of the auditing of our local government debt. Finally, this paper come up with some reasonable measures and suggestions about the auditing of our local government debt, so that the auditing of our local government debt of risk society will be more useful under the nowadays society situation.
