The Rural Informatization Construction Research In Qingzhou, Shangdong Province

Since the21st century, the informatization technology for rapid development seems tobecome the main force of economic growth that promotes scientific and technologicalprogress. International countries have accelerated the pace of development of informatizationtechnology respectively; China is also one member among them, accelerating thedevelopment of informatization technology to promote the development of traditionalindustries. It’s not difficult to find that, China’s rural informatization construction is in linewith the international trend, which meets the current requirements of social development.Rural informatization construction could accelerate traditional agriculture for modernagriculture reform; promote national economic growth and achieve social informatization.The roles of rural informatization technology could be mainly distributed two points: on theone hand, it can increase farmers’ income, accelerate economic restructuring and reform; onthe other hand, it’s conducive to build new socialist countryside and promote the harmoniousdevelopment of urban and rural areas. At present, there are still many problems during theprocess for China to carry out informatization construction in rural areas. For instance, how tosolve informatization services hysteresis and agricultural efficiency issues for famers, how toimprove the level of informatization in rural areas and build new rural informatization systemproblems and so on.In this paper, we illustrate construction of rural informatization of Qingzhou, ShandongProvince for study object, based on promotion of science and economics theoretically.Through the way of normative analysis and empirical analysis combination, based on theexperience development and trend study about domestic rural informatization technology, toanalyze the problems encountered in practice for rural informatization construction inQingzhou. In2002,≤Agricultural Informatization Construction Plan of Qingzhou≥had beendeveloped and released. At present, five-star rural information service and informationnetwork system has been formed preferably in city, county, township, village and enterprises.It played a great role in construction of science and technology information services, farmers’income increase in agriculture, and promotion for agricultural restructuring and other aspects,which makes Qingzhou achieve the social and economic stability, rapid and balanceddevelopment. Of course, there were also many problems encountered during the developmentprocess. For instance, the informatization service content about informatization system was not practical, the informatization service object was not clear, the informatization servicemethod was inappropriate; the informatization service staffs were unprofessional and so on.Because of these problems, rural informatization service network extension and farmers’ability improvement for conducted and shared with relevant information was affectedadversely.In summary, I believe that on rural informatization construction, the focus and direction ofQingzhou government and relevant departments should be: focus the power of society at fullblast on rural informatization technology infrastructure; the dominant force of informatizationconstruction in rural areas is the government; case by case, to choose its own down-to-earthdevelopment road; strengthen team power for rural informatization construction overall. Atthis stage, Qingzhou should continue to support the construction of rural informatization,strengthen the agricultural technology system promotion; invigorate the market and cultivatenew service organizations; promote rural development for innovative services aspects greatly;improve the informatization service system, strengthen the " Gold Farmer" construction;strengthen cooperation and exchange of external forces, and improve informatizationtechnology system; develop rural informatization technology with the lowest cost.
