Since the outbreak of the sub-loan crisis, the external demand of market is severely impacted in China, the domestic economy gradually changes from export-led style to domestic demand supporting. And expanding domestic demand is the key for economic transformation. The depth of mining large rural market is the key to expanding domestic demand is in China, with the continuous development of the rural economy to provide continuous power. Agricultural enterprises in the development of rural economy play a vital role. In recent years under thesupport of national policy, farmers’ consciousness are enhancing, small and medium-sized enterprises for various services relating to agriculture are growing up, which promote the rural urbanization and raise the level of the farmers’ income and agricultural industrialization. Small and medium-sized enterprises have faced with financing difficulties in the process of the development all the time. This thesis based on financing problems for the agricultural small and medium-sized enterprise as the research focus, trying to find the reasons for the financial difficulties through the in-depth analysis and put forward the feasible measures to solve the problem of financing difficulties.First, this paper defines he concepts of the agricultural small and medium-sized enterprises and financing satisfaction (the ratio of the actual loan and loan demand), and then analyzesthe agricultural small and medium-sized enterprise groups in Shandong province. Agriculturalsmall and medium-sized enterprises in Shandong mainly engage in grain and oil food, aquaculture, fruits and vegetables and agricultural supplies. The registration types include limited liability, private enterprises and individual business and the business areas are mainly within thecounty. The enterprises’ financing channels contains bank loans, credit loans and borrowing and relatives, but because the size of enterprises is small and credit rating is not high and relatively lack mortgage collateral, financing is generally difficult. Financing satisfaction level is less than50%, lack of funds become the bottleneck of developing for agricultural enterprises.There are many factors that can affect corporate financing satisfaction through further analysis, but in general the factors can be divided into three categories. First, the agricultural small and medium-sized enterprise itself, management mode, management system and financialsystem lack regulation; Second, financial institutions lack credit mechanism. The lack of small and medium-sized financial institutions and the existence of asymmetric information can affect the enterprise financing satisfaction; Third, the government to support dynamics is insufficient, credit guarantee system is under construction, the support to small and medium-sized institutions is not enough. Finally, in order to solve the financing difficult problem, measures are put forward from three angles of government, financial institutions, enterprise itself through careful analysis andreference foreign advanced experience. Government should strive to build a small and medium-sized enterprise credit guarantee system and set up special agricultural small and medium-sized enterprise management institutions to vigorously support the development of small andmedium-sized financial institutions; Financial institutions should adjust the credit structure, innovate agricultural enterprise financing products, improve service quality; Small and medium-sized enterprise should have good faith management, clear property rights and speeding up the construction of financial system. Improve agricultural small and medium-sized enterprise financing satisfaction through effort from all parties.
