High-tech SMEs play an increasingly significant role in promoting social andeconomic development, increasing employment, technological innovation, speedingup the development of the SME, will help to optimize the economic structure andpromote economic development. In recent years, the complex and changeable bydomestic and international economic situation affect tech SMEs operating underincreasing pressure felt in the quest for sustainable development, rising costs,financing difficulties, highlighted the problem of management out of touch,technology lag. To further explore the bottlenecks faced by the SME development,seek reasonable Solutions, this article is intended to Dalian High-tech SMEs astemplate. Dalian as a coastal open city of the northeastern region is the distributioncenter for scientific and technological development of SMEs and SME developmentin Dalian City, the problem is not only geographical features, and universal. Therefore,as an entry point to the bottleneck in the development of Dalian High-tech SMEs,analyze the causes and to propose a solution to provide a reference for the futuredevelopment of China’s High-tech SMEs, the long-term significance.In this paper, a survey on more than300technology-based small and mediumenterprises in Dalian City, the focus on technological innovation and financing bothcarding Enterprise basic information, in-depth analysis of the two major bottlenecksin the enterprise development, and proposed to get rid of the bottleneckcountermeasures, hoping to provide reference for SME Development of Dalian City,China. The paper is divided into four departments:Part I: Preface. Including the purpose and significance of this study, overview ofresearch methods and theoretical basis of domestic and foreign research on tech SMEs,and SMEs, SME, technology innovation and financing concepts defined.Part II: Dalian High-tech SMEs and the development of profiles. First the paperintroduced the strategic position of the High-tech SMEs of Dalian City from the fouraspects, followed analysis development status of the High-tech SMEs in Dalian, thebasic statistical data through questionnaires, the basic data of the field of enterprisetechnology innovation information, and corporate finance field basis of datainformation.Part III: Dalian High-tech SMEs development bottleneck analysis. Technological innovation and financing is a major bottleneck for SME development. Financinginclude: small overall size, the lack of proper risk awareness, lack of financialresources supply management system is imperfect, and the lack of multi-level capitalmarket and the national policy of investment funds to support the five areas. Technicalinnovations include: lack of technical innovation service system support, technicalinnovation talent supply is insufficient, unclear direction of technological innovationand corporate intellectual property rights and legal protection is imperfect in fourareas.Part IV: Dalian High-tech SMEs get rid of the bottleneck countermeasures.According to the problem of SME financing and technological innovation, targetedpropose concrete solutions.
