| The construction industry is pillar industry of the national economy, and also is labor intensive industry, its total output value accounted for1/4of GDP, and the construction labor staff accounted for1/6of social contract workers, and the proportion is showing a rising trend year by-year, so the problem of construction labor management has been a common important research topic for social and industry. As the pacesetter of Gansu construction industry, Gansu seven construction group is in a critical transformation period, at the same time, the labor problems has become the impassable "bottleneck" to restrict the development of enterprises, so it must come up with relevant strategies and measures to optimize the labor management and power enterprise development. This paper take Gansu seven construction as an example, first of all, to the overall situation of China’s construction labor management in three phases which respectively are the identity management under the planned economy conditionsã€the multipoint free management under planning and market integration conditions and the contract management under market economy conditions, Gansu seven construction make their own judgment and definite that our country is stepping in a transition period from the multipoint free management under market economy to contract management. Secondly, to the old questions, the new characteristics and faced challenges in this period existed the national and Gansu building industries labor management, it also make some analytical investigation and definite that the general objectives which are "employment norms of construction industry practitioners industrialization, construction enterprises, construction services team enterprise" of construction labor management development are being gradually achieved, some existing problems are changing with the changes of social environment and the enterprise’s own efforts and labor service personnel status improvement is tending benign development, so Gansu seven construction in the economically underdeveloped regions should too. Third, focus on the comparative analysis to the changes and development path of Gansu seven construction labor management institution and mechanism, and field survey data and historical data, put forward the strategies to optimize Gansu seven construction labor management, that is to say under the guideline of construction labor marketization, to set up its own internal labor primarily, supplemented by social services, and gradually expand its own core labor power to form the core layer; absorbing social labor with the corporate culture, brand effect and security system to form dense layer; establishing social labor union through good faith cooperation to form labor management pattern of a loose layer. So to provide the reliable labor security for Gansu seven construction to ensure its leading position in Gansu building industries. |
