Since enforcing the policy of reform and opening-up, China’s real estate market is entering a new period, and will soon become the pillar industries of the national economic development, stimulating the development of other related industries. However, the rapid development of the real estate market, has brought a lot of people’s livelihood issues. The undesirable social wealth redistribution has led to the phenomenon that the rich people are getting more and more richer, and the poor become poorer. Therefore, in order to promote the healthy development of the real estate market, the government continues adopting adjustment policies. Shanghai and Chongqing began to implement individual housing property tax system on January28,2011. What is the difference between the current real estate tax system and the one implemented this time-Can we live up to the prospective targets during the specific implementation, Based on China’s basic national conditions, can we learn from foreign individual housing property tax system to implement the individual housing property tax system in our country. And what effect will the individual housing property tax system make, Starting from these issues, and from different perspectives in the study on the basis of the relevant scholars to explore our implement individual housing property taxes.In this paper, the analysis of Part-to-overall, on the basis of the relevant literature, first of all, from the analysis of the Shanghai、Chongqing pilot individual housing property tax departure, including the analysis of the pilot individual housing property tax in Shanghai and Chongqing programs and short-term effectiveness, and prove that in our implementation individual housing property taxes feasibility. Secondly, a brief introduction of the individual housing property tax system in some countries abroad, to provide a reference for our further implement individual housing property taxes. Again, in the analysis of domestic and individual housing property taxes levied on the basis of the introduction of a comprehensive exploration of the impact and the difficulties, including the significance of the introduction of a comprehensive individual housing property taxes in China, the basic problem, the effects and difficulties. Analysis of the basic questions of individual housing property taxes, solve tax design problem, and determine the conditions for further exploration of the impact of individual housing property taxes. Involved in the impact on individual housing property taxes for housing demand、housing prices、government revenue, the part of the use of the equilibrium of supply and demand is estimated to analyze. The research results show that the individual housing property tax would reduce the speculative demand of housing to ease the excessive demand of the real estate market, regulate the development of the real estate market. implement individual housing property taxes in the short term to reduce prices, favor a boycott rapid rise in prices in the medium and long term, to make housing prices return to reasonable. Above individual housing property tax issues, and for the better in our implementation of the individual housing property tax reform, this paper proposes to improve the individual housing property taxes related system recommended.The paper is divided into five parts. Part Ⅰ:Introduction. Part Ⅱ:Individual housing property taxes in the current property tax system. Part Ⅲ:foreign individual housing property tax system. Part Ⅳ:China’s introduction of the individual housing impact and difficulty of the real estate tax. Part Ⅴ:China’s policy recommendations further implement individual housing property taxes.
