In China, the construction industry has been the pillar industry of the national economy, which has tremendous potential development and good prospects, and it plays more and more important role in the national economy. Since1978, the wave of industry transition to the market-oriented reform, the construction industry has been the forefront one. This does not only bring the opportunity to develop the construction industry, but also accumulates valuable experience, which is good for the other industries.But at the same time, some problems have been also gradually exposed. With the changing of construction management mode, various types of enterprises swarmed into the construction industry market, which caused the fierce market competition, and also caused many problems. It did not only damage the interests of the construction industry enterprises, but also attacked the construction industry market. What was worse, it may also affect the healthy development of other sectors.Present, our economy is developing according to the national plan. On one hand, it brings new opportunities to the construction industry enterprises; on the other hand, it brings the spread and high strength disorderly competition between the construction enterprises, which are serious challenges. In a manner of speaking, the opportunities and challenges are coexisting and interweaving. In order to showing itself in the fierce competition in the industry, the management modes of enterprises must keep pace with the adjustment time, in order to prevent being washed out, even declining.In this context, cultivating talent team of the construction enterprise is the solid strength. Performance appraisal is the effective mean to promote the continuous development and improves the overall quality of personnel. Thus, changing the way of performance appraisal, innovating on performance evaluation contents are important aspects of enterprise management mode. The construction enterprise is an important part of the construction industry, and the project managers play a very important role. Their ability and level is directly related to construction enterprises the long-term development. Therefore, timely and appropriately appraising the project managers is particularly important.This paper involved seven chapters, and can be divided into four parts. The first part is the chapter one, the introduction, which mainly includes the writing background, the purpose and significance. The second part is the chapter two and three, and it is an overview of relevant theories and the performance appraisal and summary. The third part is the main part of this article, which includes chapter four to chapter six. It determinates the target and principles of performance evaluation index system. At the same time, it also determinates the content standards and index weight. The fourth part is the conclusion and research prospect of the article.This article used theoretical analysis method, and it made clear of the related concepts of performance appraisal, and the relationship of the concepts. It drew on previous theoretical study method of assessment and performance evaluation indicators of performance and results, and it provided the theoretical basis for the writing. Through the designing, it extended the questionnaire survey on the performance evaluation results, making use of the factor analysis method, factor extraction and interpretation of the performance evaluation results to determine the project manager performance appraisal principle. Using of case analysis, the author designed the project manager performance evaluation index system by using the method of scoring and quantified the evaluation index weight.The study capacity of the author is limited, the future research could be considered in the foundation to extend the study sample size to design performance evaluation index system in-depth analysis of industry and enterprise characteristics, to determine the index, standard and weight.
