With the new health care system reform program of2009formally promulgated and the medical reform program gradually implemented in2012, China has made higher requirement that public hospitals should improve their management and medical service quality and that medical staff should be fully motivated to work harder. Faced with the opportunities and challenges brought about by the health care system reform, hospital managers should further strengthen the inner management and improve work efficiency. Besides, hospital managers should take effective measures to encourage the medical workers to perform better and make sure that the hospital develops in a healthy, rapid and sustainable way. Scientific and effective performance evaluation can help to carry out systems, control quality and make the balance of payments structure tend to be reasonable, achieving win-win between social interest and economic interest. Meanwhile, combined with salary, duty and some other aspects, performance evaluation can fully motivate all the staff to act more actively and creatively and constantly improve academic level and core-competitiveness, bringing about the regulation and complementary between hospital interest and personal interest.The author of this article has already widely read scholarly literature home and abroad and considered both of the opportunities and challenges produced by the health care system reform and serious situation facing Municipal Public Hospitals. This article, based on the theory of contemporary performance management, centers on the particularity of performance evaluation in general hospitals. The author of this article points out the problems with the former pattern of performance evaluation and explains the necessity of reform with first-hand data. On top of that, the author makes a comprehensive analysis on how to set up a scientific and effective performance evaluation system under the new health care system, including target decomposition index design、evaluation methods、and the applications of outcomes. In addition, this article also evaluates the new pattern, summarizes the research outcomes and analyses future research so as to perfect performance evaluation. By setting up a new system of performance evaluation, the operation of the hospital and its different departments can be truly and comprehensively reflected; the performance of workers in different departments can be scientifically and objectively assessed. This way, the initiative of the staff can be mobilized, thus improving the performance of the hospital.By combining performance theory and the living example of a Municipal Public Hospital, this research has great practice significance to improving the overall coordination and the management level of the hospital and to ensuring that performance evaluation is scientific and reasonable; meanwhile, this research provides a new idea for carrying out performance evaluation under the background of health care system reform. Besides, for Municipal Public Hospitals, it offers a great significance for reference to how to make development strategy go hand in hand with performance evaluation to achieve a healthy, rapid and sustainable development. The application of performance evaluation outcomes is especially valuable for public hospitals faced with similar challenges, which have the same development track and management system.
