In China, the disparity between apply and demand in mineral resources hasalready become the bottleneck of economic development. In order to achieve theglobalization of resource allocation and to thoroughly implement the go out strategyfor mineral resources, Measures for the Administration of Special Venture Fund forthe Exploration of Overseas Mineral Resources was issued by the Ministry of Landand Resources in2010.Accordingly, with the help of this special venture fund, a greatdeal of geological prospecting departments and mining enterprises have gone abroadfor the venture exploration of mineral resources all over the world.The exploration program of overseas mineral resoureces has its specificgeological venture, besides the venture in market and investing environment. In termsof the fund constituents of the program, the fund management faces more complicatedconditions because of the existence of not only the government’s special subsidy butalso the self-financing by the applying department. With the implementation of theoverseas exploration program, a series of problems of the program fund managementhave appeared. For instance, the unreasonable financing structure of the supportingfunds, the difficulties in fund control and management, the lack of scientificevaluation methods for the effect of the fund usage, etc. These problems have greatlyinfluenced the safe and efficient use of the program fund. Therefore, the study of themanagement problems of such program funds, the analysis of the reasons for theproblems and pointed countermeasure and suggestions all have significant meaningtheoretically and practically in improving the venture control ability of the overseasexplore program fund, standardizing program fund management, enhancing the effectof the program fund usage and improving the healthy development of the program.This thesis focuses on the overseas exploration program of the Nuclear GeologyBureau. Through the analysis of the main problems in the fund management ofoverseas exploration programs (ie. the great risk of fund control, theunimplementation of budget management and the improper internal control system ofcapital management), advice for improvement is raised by three aspects: advancebudget, control in progress and subsequent performance evaluation. In this thesis,international comparison is used to combine theory with practice efficiently to studythe possibility of reducing capital venture and solving financing problems of supporting funds with the help of program financing. Moreover, the measure ofbudget compilation is raised to tackle the divorce of budgeting and account checkingand the difficulty in implementing budget management. Additionally, efficientorganizing patterns, comprehensive control and detailed measures in informationconmmunication system of overseas exploration program funds are analyzed. Finally,Balanced Socre-Card is ntroduced to design the performance evaluating indicator ofprogram fund, and to investigate comprehensive methods in evaluating theperformance of fund usage from three dimensions: financial affairs, businessprocessing and customers.
