Low-carbon economy was carried out by the international community due to theincreasingly serious greenhouse effect. In our country, the government has made aserious of measures such as developing low-carbon economy,energy conservationand emission reduction, development of new energy,and regards them as nationalstrategies. Meanwhile, the government input large-scale investment into publicprojects. These investments can promote economic growth, pull GDP greatly. Whilethese public projects also made a lot of negative effects on environment and ecologybecause of their big scale and great energy wasting. However, the performanceevaluation and control of public projects in current generally focused on moderateand post evaluation which cannot forecast and control low-carbon performance atfirst. To solve this problem, owners and managers must make an advance evaluationabout factors which influence the projects’ low-carbon performance.This paper mainly focus on factors which impact low-carbon performance ofpublic projects’ at input stage. Detail contents incl’ude factors analysis and influencedegree by quantitative analysis. At last, the paper give some advice to improveprojects’ low-carbon performance according to the empirical conclusion.Firstly, the paper introduce current theories about low-carbon economic andpublic project performance evaluation, then analyzes the public projects’stakeholders according to stakeholder theory. All of these lay a theoreticalfoundation for further research.Secondly, four dimensions in human resource, capital,production material and methods of project management in input stage, which mayhave great influence on public projects’ low-carbon performance were got byliterature analysis and expert interview. A questionnaire was designed by them.Construct structural equation modeling about projects’ input factors and low-carbonperformance through questionnaire investigation and data collection. Then carry onthe empirical research, verify all research hypotheses. We find that human resourceinput were not significantly influence to the project performance. More capital,production material and methods of project management input take a positiveinfluence to projects’ low-carbon performance.Moreover, quantitative analysis aboutthese three factors were made to find the influence degree. Then rank the influencedegree of detail index about these three factors. The study found that the input factors influence degree from big to small in turn for low-carbon production materialinvestment, capital and project management methods.Lastly, according to the result, the paper give some suggestions to improvepublic projects’ low-carbon performance. The paper also shows research results andinnovative points. Further, it notices inadequate of this research and points out thefurther research direction.
