Study On Measures For The Low-carbon Transformation Of Coal Mine Industry In Anhua County

As a new model of economic development，low-carbon economy has drawn wideattention. Coal industry is the pillar industry in Anhua County, it has broght a strongdriving force and some opportunities for local economic development but destroyedthe environment and discharged a lot of greenhouse gases. The purpose ofconstructing this low-carbon coal mine is to realize low pollution, high efficiency andsustainable development of coal mine industry under the constraint environment.This paper contained5parts: chapter1introduced the development oflow-carbon economy, demonstrated the feasibility and necessity of low-carbon linethat coal mine construction needed to follow, referenced and analysed internationaland domestic academics’ significant viewpoints to low-carbon economic and coalmine construction, and comfirmed the proposition of low-carbon coal mineconstruction of Anhua County. Chapter2is relevant theories, it defined low-carboncoal mine, policy and countermeasure, low-carbon economy theoretical, propertyright on envoiromental, regional governance theoretical, and it laid the foundation forthis paper. Chapter3is the status quo of coal mine construction of Anhua County. Afield survey and the data that visited relevant units showed that the status quo of coalmine construction of Anhua County: on the one hand, the production of coal mine hasbroght amount of jobs, promoted workers’ income, and it has been an important sorceof income to local goverment. On the other hand, the ecological environment of coalmine has being polluted and destroyed, it would trigger the social conflicts. And therole of govenment governance is limited. Chapter4borrowed the experiences ofinternational and domestic academics, analized the references, studied advancedmethods of production from other counties and regions, and merged into thegovernance model of corporate, industrial park, coal mining city, summarised fourrevelations according to the status quo of coal mine construction of Anhua County:low-carbon technology innovation, low-carbon management, clear environmentalproperty right and low-carbon culture construction. Chapter5analised the principleand key of low-carbon construction of Anhua County, and proposed fivecountermeasures and advices, contained technology innovation, contract energymanagement, environmental management joint meeting, the arrangement ofenvironmental property rights and social responsibility of coal mine enterprise. The construction of low-carbon is not only the requirements to comply with thedevelopment of times, but also the important choice to face double pressure ofenvironmrntal crisis and industrial upgrading. It will provide a strong demonstrationeffect to other industies by construct low-carbon coal mine.
