With the development of market economy in China, perfect the system of ourcountry socialism and market economy adapt to the state-owned asset managementsystem, is China’s present economic development and social progress must solveproblems. Improve and perfect the management system of state-owned assets is thecompletion of the socialist public ownership and market economy efficient integrationof the core, had done state-owned asset management reform, which relate to ourcountry in view of the state-owned enterprise reforms success also is to hold tosocialist market economy, enhance our country’s international competitiveness andimprove the economic health and ensure national security effective ways. Therefore,researching and perfecting the management system of state-owned assets, have veryimportant strategy sense.This paper analyzes and elaborates state-owned assets andstate-owned assets management system two related concepts as the researchfoundation, analyzes our country state-owned asset management system historicaldevelopment and inheritance,reform and opening to the outside world as the time limitfor its classification,respectively before and after the China s state-owned assetsmanagement system development history are discussed; then to Chengdu GCconstruction group as a case study, according to the state-owned asset managementsituation and the analysis of existing problems,mainly the existence of assets ofstate-owned enterprise target deviation,has yet to establish a unified asset supervisionsystem, the state-owned asset management operation system, enterprise assetssupervision and public supervision concept confusion,lack of unified enterprisestrategic planning and deployment and the enterprise operator related assessmentselection and incentive and restraint mechanism for the lack of; then in the analysis itis concluded that the improvement of Chengdu GC Construction Group state-ownedassets management effective countermeasure,namely from developed countries in thestate-owned assets management system based on the successful experience,putforward to perfect the construction of Chengdu GC group of state-owned assetsmanagement improve the basic conception, specific put forward into the Stepregulating property rights transaction market system,build a sound asset budget mechanism and scientific treatment of state-owned assets property right boundary thesignificant move of the problem,finally aimed at the reform expectation effectanalysis.
