As the commanding heights of the competence in engineering domain, a large-scalepublic project is of great strategic role to the development of the countries and regions.How to select a rational project delivery method has become the key to successfuloperation of large-scale public projects. Project delivery methods decision researches havebeen the forefront during the past two decades and will be in the several coming decades.International and domestic academics have obtained some meaningful achievements onthe research of this issue. Due to the particularity of them, large-scale public projects,regardless of the source of investment, tend to have some certain social effects, andproduce some spillover effects with a reasonable project delivery method. However takingexternal attributes of the project delivery method and special category projects intoconsideration in project delivery method decision-making has not received enoughattention in theoretical researches and engineering practices.Based on the spillover effect, this paper attempts to conduct research on thedecision-making of delivery method of large-scale public projects to improve thelarge-scale public projects owners’ decision-making efficiency and quality of projectdelivery method, so as to guide the healthy development of China’s construction industryand enrich China’s project management theories and methods. The main research contentof the dissertation includes the spillover effect mechanism of large-scale public projectsdelivery method, the analysis of spillover effect characteristic of project delivery method,the decision-making attribute research and decision-making model research based onspillover effects etc.Combining with the current status quo at home and abroad, the paper analyses thespillover effect mechanism of the delivery method of large-scale public projects. Revealand elaborate the five aspects of spillover effect in the large-scale public project deliverymethod, then further make a corresponding analysis on the barriers to the spillover effect.The characteristics of spillover effect of the project delivery method were studied.Specifically analyze the spillover effect characteristics of the five types of project deliverymethod—DBB, DB, EPC, CM and BT and make a comparative analysis on organization structure form, the characteristics of spillover effect and applicability among them.The decision-making attributes of the large-scale pubic project delivery method werestudied. Through a combination of domestic and foreign research findings and thespillover effect theory, set a primary set for decision-making attributes of large-scalepublic project delivery method, conduct the market investigation by designing thequestionnaire survey, establish the structural equation modeling (SEM) to make first-orderand second-order CFA on the primary decision-making attributes set and build the systemof decision-making attributes.The large-scale public project delivery method decision-making model based on thespillover effect is studied. By building four hypotheses, detail the decision-makingconditions and determine the decision attribute criteria and position weight vector. Basedon EWAA operator and LHA operator, construct large-scale public project deliverymethod group decision-making model, expounds its decision-making procedure and verifythe validity of the proposed decision-making model by case study.This paper systematically studies the theories and methods about large-scale publicproject delivery method, applies the spillover effect theory, structural equation modelingand uncertain multiple attribute decision theory into the research, enrich hedecision-making research methods in the field of large-scale public projects. Thedecision-making model of large-scale public project delivery method is established, whichis helpful to practical application of the research results and to improve the level ofChina’s large-scale public projects construction and to promote the healthy development ofChinese construction industry and market.
