National treasury centralized collection and payment system is the basic national treasury management system of market economy countries. The modern treasury management system is to establish single treasury account for the management of receipt and payment of financial funds. The implementation of this reform can enhance the transparency of the budget revenues and expenditures and improve budget units’ planning on the funds using thus to improve government’s regulatory capacity on financial funds. Informatization is an important feature of the treasury management system reform, and it provides a technical platform for the smooth implement. Informatization is also the necessary guarantee for the deepening reform of national treasury management system. At present, our country’s treasury management system reform has reached into the comprehensive deepening and widening stage. In accordance with the requirements of the financial departments, an administrative district officially launched the pilot reform of treasury centralized collection and payment system since the year of2007.This thesis stated from China’s centralized treasury payment system reform and discussed the relevant theories on the centralized treasury collection and payment system. Such as public finance theory, principal-agent theory, game theory, institutional change theory respectively. It also compared and learned from the common practice on treasure management of advanced countries. The thesis takes this administrative district as an example, studying in depth the process of the implementation of the treasury centralized payment system reform of this area, which is under the support of modern information technology. It fully affirms the achievements that made in the reform of centralized treasury collection and payment system and analyzed the problems in the course of the reform and then put forwards some feasible measures.This thesis aims to make useful exploration for a further and perfect treasury centralized collection and payment system reform for this administrative district, and providing a reference for centralized treasury collection and payment system reform of other places, through the study, comparison, analysis of centralized treasury collection and payment reform. |
