The Current Situation, Problems And Countermeasures Of Carbon Finance In China

In our country, after years of propaganda, the concept of low-carbon economic has been widely spread. By comparison, another concept associated with that,"carbon finance" appears to be relatively new. Why there is a link between financial and carbon dioxide? What is the role of carbon finance in developing low-carbon economics? In the development of carbon finance, what the whole world has done? The next few years, in the emerging field of carbon finance, if we want to lead the world and help achieve the great goal of low-carbon development, how can our country do?This paper attempts to make a brief answer to these questions. The article is divided into four parts, and mainly uses the Experience Introduction Method and the method of Frontier Study, by means of qualitative analysis. In the first part, I comb the logical relationship between the greenhouse gas emissions and global warming, then the relationship between them and low-carbon economy and carbon finance, pointed out that although the greenhouse gas has certain greenhouse effect, but for the entire earth’s atmosphere environment, the two questions that whether the world is warming and whether global warming is caused by emissions of greenhouse gases still need further evidences to prove or disprove. But even so, the development of low carbon economy still has certain meaning, for improving energy efficiency and developing new energy itself is to increase economic efficiency and to deal with the reality of energy shortage. In the second part, I review the domestic and international research of carbon finance. International literatures mainly concentrated on the research of carbon financial development path, the factors that influence the price of carbon credits, pricing of carbon credits, carbon market efficiency and risk management. Chinese scholars’ research is mainly on carbon financial system design, the construction of carbon market and green credit of commercial bank. Some of the literatures have preliminarily discussed pricing of carbon credits. In the third part, I analyse the international and domestic carbon finance practice situation and the main problem in our country. In recent years, the European carbon market has experienced a great development, including the market norms, carbon product development and the cultivating of related intermediaries and so on. As for our country, it is mainly in the green credit, the development of CDM project, etc., while the construction of carbon market and the foster of relevant institutions lag behind. At last, I deeply discuss the path selection of the future development of carbon finance in our country, including the talents’ cultivation, institutions’breeding, market’s construction, CDM projects’ development and research of new market mechanism and so on.
