Economic growth and full employment is the main target of the macroscopic economic policy of a country. From the development process of the western developed countries, between the economic growth and employment is the existence of a positive relationship, to maintain high economic growth can promote employment growth.Since the reform and opening up, China has been the economic growth as the primary goal of macro control, China’s economy has been rapid development,growth of9.92%average annual GDP1978-2012years, but at the same time the employment population average annual growth of only1.96%, in our country there is the economic growth and employment showed a significant" high growth, low employment" the situation. Economic development does not solve the problem of employment in China, and more and more severe employment situation. Fast growth of the Chinese economy over the past thirty years, has been to GDP growth and price stability as the target of macroscopical adjusting control, while the employment situation has been neglected for a long time.In the12th five-year plan to safeguard and improve people’s livelihood as the fundamental starting point and the foothold, pay more attention to people’s livelihood and social problems.China is not only a developing country, more than one billion three hundred million people,but also a large country with a rich labor resources. Solving the employment problem in China is our country government faces a major livelihood issues. Employment priority strategy is the implementation of the scientific outlook on development and building a harmonious society, the transformation of the mode of economic development and achieve sustainable economic and social development of rational choice.The main content of this article has five parts as follows:Chapter1The first chapter is the introduction, introduces the background and significance, literature, paper structure and the innovation points.Chapter2mainly discusses the macroeconomic regulation and control goal and full employment theory, put forward the importance of employment in the process of China’s modernization drive.Chapter3, points out that China’s reform and opening up each period of development goals and employment status, and using the relevant data of1978-2012on economic growth and employment to do the empirical analysis,using the measurement of nominal employment elastic method to establish regression model, the economic growth has not brought the nominal employment growth, nominal employment elasticity in China since1990declining trend. Considering the statistical reasons that employment growth in real undervalued, on economic growth and efficient employment is also analyzed, economic growth promotes efficient employment growth, but compared with the developed countries, effective employment elasticity is low.Analysis of the relationship between industrial structure and employment,China’s industrial structure and employment structure lags behind the western developed countries, the unreasonable structure. With China’s continuous optimization of industrial structure and upgrade, give full play to the advantages of the tertiary industry, the transfer from other industries to absorb labor force, employment structure will become more and more rational,so as to solve the problem of employment.Chapter4, points out that China’s employment data distortion, can not truly reflect the employment situation in China. Also analysis the reason of the China’s employment situation seriously insufficient. First is the "non-agricultural" of agricultural population scale, because of the widening income gap between urban and rural areas and towns condition, the advantages of a large number of rural surplus labor force transferring to towns, special values, new generation of migrant workers in rural and agricultural buffer effect will gradually lose, is bound to cause difficult employment problem; Followed by the modes of stage and the economic growth, China from the extensive growth mode to intensive growth mode transformation, changing the past high input, low output, high consumption, low efficiency, so that economic structure and industrial structure will change. Economic structure adjustment must be overcapacity industries such as steel, cement, etc., is bound to result in structural unemployment. Again is a local performance behavior, GDP growth as the only goal of local government, even with blind construction, resource consumption and environmental pollution at the expense of, not is closely related to people’s life problems on the important position of employment. In addition, the registered urban unemployment rate distortion, cannot reflect the seriousness of the unemployment problem from the aspects of statistics.The chapter5, proposed to full employment as the goal of macroeconomic regulation and control policy, in preference to the first choice to the pattern of economic development; The second set up comprehensive policies promoting the employment system; The third in order to strengthen the management of public employment services:The fourth employment effect as the main target of economic and social development achievements.
