In the process of rapid development between regional economic intergration and the globalization of world economy,enterprises is facing increasingly fierce competition in front of the complex and changeable social environment.Whether the family business of years baptism,the prosperous multinational companies,or the new high-tech following rapidly developing,which have realized that compay only relys on own strength that can not survive and develop in a competitive market environment,no more than any enterprise’s technology can always stay in the leading level in the world and not be surpassed.In order to maintain the sustainable competitiveness,and look for the right partners to bear the cost of technology research.It has become a tendency and necessity through the way of cooperation to achieve enterprise technology research,at the same time the research cooperation organization.Research cooperation organization (RJVs,also knownas a research joint venture) is an innovative organization form accepted by antitrust cooperation,which is formd and controlled by two or more enterprises in order to research and development,the participants(cooperation main body)provide different resources and proprietary technology,knowledge,skill,and so on in an innovation task for a specific goal.It has been widely applied in foreign countries,but it has not been very applied in domestic.RJVs is a cooperative organization in order to achieve its purpose,In this group the companies not only can make full use of its own competitiveness,but also can make the largest use of other enterprise’sresources and core competence,seizing the market opportunity together and realizing the enterprise’itself goal.And buld, an efficient RJVs,partner’selecton is one key step.First of all,the article use the qualitative analysis to the influence factors of RJVs partners based on the predecessors’research. The influence factors of RJVs partners is divided into three categories,namely the individual factors of the cooperation partner,the partners’factors and the after effect of cooperation,analyzing these three factors,finally wonthel5factors which affect the RJVs partners’selection. Secondly, on the basis of qualitative analysis,using the above15qualitative factors, fuzzy comprehensive evaluation model is established in order to quantitative analysis,in the choose of the fuzzy comprehensive evaluation’the most important weight,the article uses the grey correlation instead of weight.Finally,the article takes the ZHONG HUAN TIAN YI represents the Tianjin instrument industy for an example,through the empirical analysis verify the constructed fuzzy comprehensive evaluation model,at last successfully select partners for the enterprises.
