| 7th Framework Programme (shorter form is FP7) is the global technology development programme which EU invests the most and the content is the most plentiful, and the important technology research and development programme which all the European Member States participate in. And this programme begins at January1,2007by European Commission, and its period is7years. Its object is integrating the research force of the member states of EU and improving the general research level of Europe, make Europe stride forward toward the most vigorous and competitive knowledge-based economy, through the joint projects and the coordination and cooperation about the research plans between nations.7th Framework Programme is facing the numerous of people and institutions, including individual researchers, research teams in high schools or research institutions, the companies, public institutions, or government departments, which has the ambition to innovation. The primary content which this programme researches is international leading edge and competive technology hard point. It has cut-throat competition to through the application of the project of7th Framework Programme. The success rate is only about15%.This paper analyzes the management system of scientific research fund of FP7based on Guide to Financial Issues relating to FP7Indirect Actions which the version is16/01/2012. Through the analysis, and combined a brief analysis to present situation and problems of management of scientific research fund in our country, put forward corresponding suggestions.
