Research On Opportunity Recognition Of Venture Philanthropy For Pension Project

Pension venture philanthropy project is an important part of social development. In recent years, governments at all leve’s build venture philanthropy platform and support the endowment welfare projects. China’s current pension venture philanthropy projects mainly are public welfare projects funded by the government. But with the silver hair tide coming, investment subject and scope is not limited to government and community projects and is expected to be stationed in the apartment for the aged, the elderly tourism and other fields to make projects to continue and pension services diversification, standardization, humanization, and really let the elderly live stably and happily.In this paper, it studies the current pension venture philanthropy investment operation in China and evaluation mechanism of investigation, combines with the old-age venture philanthropy project’s characteristics, and puts forward old-age venture philanthropy project opportunity evaluation model based on the method of the Timmons opportunity evaluation framework and multiple attribute evaluation of linguistic information. Timmons opportunity evaluation framework is mainly used to construct the index system of opportunities evaluation, semantic evaluation method is used for the decision information, to fuzzy decision in conditions of not accurate index described, and the method is simple and feasible. For opportunity recognition of old-age venture philanthropy project, I did mainly in the following research work:First, the research background, research on the status quo, the technical route were introduced in this paper, at the same time I learned and practiced the venture philanthropy theory, endowment industry theory, entrepreneurial opportunity recognition theory and linguistic multiple attribute decision making theory.Second, I extract key index of Timmons entrepreneurial opportunity evaluation through the questionnaire survey and construct opportunity evaluation index system of pension venture philanthropy project with its characteristics, and a decision-making model by using the theory and method of multiple attribute decision making based on linguistic information. In determining the weights of attributes and decision maker weights, I applied evaluation information for objective evaluation based on the idea of the maximum deviation. Third, in the example analysis, this paper chooses3projects from Shanghai, Shenzhen and Beijing, to send mail to4experts for asking them to use the linguistic evaluation scale for the evaluation indexes and giving language information, collected linguistic assessment information, calculated the linguistic information rationally and get the results.The current study of China pension venture philanthropy project focus on the understanding of connotation and the evaluation of its practice, but opportunity recognition of venture philanthropy project is not involved, the actual operation is based on the decision-makers subjective experience, there is no corresponding evaluation model, the result often lead to large deviations, investment effect is not ideal. Linguistic multi attribute evaluation models selected indicators according to the characteristics of pension venture philanthropy projects, with the opportunity recognition mechanism as the foundation, analyzed and build evaluation model. We not only can select the optimal project by sorting the linguistic information evaluation value, but also preliminary judgment project quality according to the linguistic values, create a government&market&social cooperation mode. It provides a certain reference meaning for opportunities recognition on pension venture philanthropy project.
