Energy Development Strategy Of Sichuan Carbon Emissions Under Constraint

Energy is the basic material security of human economic and social development, every human social and economic activities, social progress and economic development can not be separated from the support of the energy. Since reform and opening, with the rapid development of China’s economy, the problems caused by growing energy consumption continue to highlight. Numerous greenhouse gas emissions caused by the high energy consumption, make the climate warming, become the key impact to the sustainable development of China. In2009, Premier Wen Jiabao put forward the strength of the emission reduction targets:"2020China’s unit GDP carbon dioxide emissions below2005levels by40%to45%,"; and in2012, the National Energy Board Secretary Liu Tienan put forward to requirements of treasonable control of energy total consumption. Sichuan Province as the western economic province of China,"The Twelfth Five-Year period " is the critical time to deeply implement the western development strategy and build the moderately prosperous society, energy consumption demand must continued to grow, it’s a very difficult task to achieve the economic growth target at the control of the country’s total energy consumption and the requirement of carbon emission intensity reduction. Therefore, there will have considerable practical significance to make Sichuan Province’s energy development strategy under the carbon emission reduction constraints.Firstly, this article described the low-carbon economy and carbon emission reduction theory; make Sichuan Province’s energy situation and carbon emissions as the research object, systematic analyzed the related content including the overall situation of energy resources, energy production, consumption and total carbon dioxide emissions and the carbon dioxide emissions situation of each industry. Then did a research of national carbon emission reduction constraints, and the new energy development situation Sichuan Province facing and the problems in energy development. In order to enable the development strategy of Sichuan Province’s energy more evidence-based, at the fifth chapter, this article has make an empirical analysis of the driving factors of carbon intensity of. Sichuan Province,The analysis result showed that:the energy consumption structure, energy intensity, per unit of energy consumption carbon emissions, the level of economic development, industrial structure had more significant to carbon intensity; population size, the level of urbanization has less impact on carbon emissions intensity. At this bases, make the guiding ideology, objectives, steps, heavy and difficult works and strategic measures of Sichuan energy development strategy at the carbon emission reduction constraints, at the end of this article proposes policy recommendations like establish and improve energy laws and regulations system, strengthen the early warning and forecasts energy monitoring, the reform the energy system deeply and so on.
