Under the background of increasing competition in the commercial bank, performance appraisal, which is an important auxiliary tool for strategic targets and short-term operation goals, has become the focus of researchers constantly. Firstly, this paper will summarize and analyze the existing literature of commercial bank performance evaluation and review the classical theory of the performance appraisal. Then it will take a secondary sub-branch of BOC bank as the research object to analyze its performance evaluation system on the basis of the author’s working experiences.Based on the analysis of theory and practice, in the light of the characteristics of the operation management of secondary sub-branch of the state-owned banks, this paper will improve and analyze the performance appraisal system from multiple dimensions, such as appraisal principles, appraisal subject, performance indicators and implementation process. Additionally, in the foundation of specific the principles of short, medium and long term performance evaluation, this dissertation will make some innovations on the pay-system and the Balanced Scorecard evaluation system by introducing RAROC index(considering risk factors), reputation risk indicators and employee innovative index. Furthermore, the theoretical analysis of this paper fully combined with the author’s first-hand practical experience, which makes it to be application oriented.
