Heilongjiang Province is a major agricultural province, is China’s major grain productionareas and commodity grain base in agricultural development, Heilongjiang is also facing verysevere test of natural disasters, the spring drought, floods in summer, autumn and winter have aserious impact on the low-temperature the province’s food production. Agricultural production,natural risks and market risks there is bound to have a huge agricultural insurance needs. Based onthe development of agricultural insurance in Heilongjiang overview, including its developmentprocess, and the effectiveness of the main problems facing the development process has beenstudied, and by drawing on the successful experience of domestic and agricultural insurance,targeted measures put forward proposals to further promote the Heilongjiang policy-orientedagricultural insurance work, to promote the province’s agriculture to modern agriculture forward,expect this study can provide valuable reference for Heilongjiang development of agriculturalinsurance policy.
