Expressway has become an important part and sign of modernization, playing a vital role in the process of economic development and social progress of a country or region. China’s national "12th Five-Year Plan" proposes that expressway should develop in accordance with the principle of moderate advance. Therefore, it is of great theoretical and practical significance to carry out comprehensive and systematic research of the basic economic attributes and related operation models of expressway so as to explore new channels for the sound and rapid development of expressway, enrich the theoretical system of China’s construction of expressway projects and provide guarantee to accelerating the improvement of national integrated transport system.The main body of this paper is divided into seven parts:Part I is introduction of the development process from primitive road to expressway starting with the retrospect of the history of road development and along with the progress of human civilization. This section describes the research background, significance, research objects and methods, as well as the general content of the article and the framework. In Part Ⅱ the author Authors explored the theoretical research of Expressway BOT mode in the second part from the domestic and international dimensions. In Part Ⅲ, author first analyzes expressway’s economic attributes one by one in order to show the multi-economic attributes of expressway, and then relying on expressways relevant economic attributes makes a comprehensive analysis of its provision mode. The provision of expressway either by simply the public sector or the market has both advantages and disadvantages, making neither the most efficient mode of provision. The results show that mixed mode of provision can not only make use of market mechanisms for financing and operating, but also retain the management oversight and proper guidance of government, which takes into account the advantages of both public provision and market provision and avoids the defects of both to the largest extent, so it is suggested that the provision of expressway should be diversified.In Chapter IV, the author focuses on discussion on the theory and practice of expressway franchising. Author first introduced franchise model theory and its application in Expressway industries abroad, get inspiration and reference of Expressway BOT model in foreign countries, the last brief development history and current status of China’s Expressway, and Sichuan province in recent years, describes the development of Expressway BOT mode. Part V of problems in the study of China’s Expressway industry franchise mode, propose concrete policy recommendations to address relevant issues in Part VI. Concluding part, studies were elaborated and eventually this article mainly summarizes the results of this research.This paper is innovative in applying the basic theory of public management and public economics to make a comprehensive analysis of the multiple economic attributes of expressway, and based on the economic attributes exploring relevant practices and operation, while applying relevant basic theories to concrete practice and analysis.
