The effective constraints and incentives by the project construction enterprises to their project managers play a crucial role in the implementation of the projects as well as the development of the enterprises. However, most construction enterprises have not had a complete and effective system of performance evaluation on the project manager yet; so far, the construction enterprises in China mostly use the similar MBO (Management by Objects) that is very popular in the world for performance evaluation on the project manager; nonetheless, the evaluation conducted thereby can not correctly reflect the management level of the project manager, but entangles the project manager in the impact from the traditional economic system during the concrete implementation of the project management. Therefore, to improve and perfect the existing system of performance evaluation on the project manager of construction enterprises is of great significance. This article designs, taking into account their own situation and characteristics of construction enterprises, a system of performance evaluation on the project manager by use of the balanced scorecard method on the basis of the existing research results. First, this article analyzes the needs and responsibilities of the project manager; then it constructs a model of performance evaluation on the project manager based on the balanced scorecard, innovatively using the balanced scorecard method to analyze the performance evaluation on the project manager, and evaluates the competency of the project manager, which results in the formation of a new indication system of management performance evaluation. This system uses the model of performance evaluation on the project manager based on the balanced scorecard for the analysis and demonstration of the performance evaluation. Finally, this article gives a simple description of the application of the system of performance evaluation on the project manager based on the balanced scorecard.It is the improvement and supplementation of the existing system of performance evaluation on the project manager to demonstrate the model of performance evaluation on the project manager based on the balanced scorecard through case application; this established evaluation system has many advantages and disadvantages, but it is undeniable that the modern enterprise management of construction enterprises in China is in its infancy, and there is an urgent need to learn from advanced international management ideas and experiences. As an advanced management concept, the system of performance evaluation on the project manager based on the balanced scorecard undoubtedly lays a solid foundation for the scientific decision-making by the construction enterprises. However, due to the generally low management level of construction enterprises in China and the relatively backward management concept thereof, certain improvements with respect to business management need to be done for the successful implementation of performance evaluation of the project manager based on the balanced scorecard.
