In recent years, the quantity of Chinese outward foreign direct investment isincreasing, it brings more and more impacts to our economy and society.Andresearchers pay more attention to the topic that OFDI has been the importantinternational technology spillover channel.But the research about it is later thaninternational trade and FDI at home and abroad,so the paper on it is not so much,itdoesn’t have a complete system,and gives us the space for further research.The paper first explains the connotation of the reverse technology spillovereffect,analyses the background of Chinese OFDI,especially gives the detailedinstruction about the change of scale and industry,which we invest on developed anddeveloping countries.And explain how the mechanism of reverse technology spilloverwork when we invest on the two kinds of countries and which factors make itdifferent.At the same time,illustrates the practice and impact of our technologysourcing OFDI and the problems.On the basis, we use the OFDI data of our30provinces,computes Malmquist productivity index,technical efficiency index andtechnical progress index of them,and use the model of international R&D spillover,give an empirical test the relationship between the international R&D spillover thatcomes from our OFDI on developed industrial economies and NIEs and ourtechnology progress.Especially the test based on the three variables of domestic R&Dcapital stock,the capital stock spillovers from developing and NIEs countries.Theresult of whole country show that the OFDI in developed countries don’t have thepositive effect to the three variables obviously.But the OFDI in NIEs have the positiveimpact on our technology and total factor productivity.And the effect of respectivedistricts is different.Finally,the paper makes a set of propositions to improve thesituation for government and business.
