| With the reform of electric power industry and the weaken of industrialprotection barrier, Hunan Star Electric Power Company is facing more and morefierce competitive environment. Corporate purposes are hard to realize since thecharacter of group company, the power struggle between corporate headquarter andgroup members and information asymmetry. How to take the development opportunityof information construction in the unpredictable market environment, better presentbudget system, build comprehensive budget management system, make a greatpromotion for our group company have become an important strategic problem for us,which are of great practical value.This paper defines the concept of group company comprehensive budgetmanagement and the target of comprehensive budget management, and points the keyproblems of group company comprehensive budget management target. Analyzing thepresent status of Hunan Star Electric Power Company’s comprehensive budgetmanagement, we find the following existing problems, such as less attention forlong-term and short term profit, information asymmetry of budget management andincorrect motivation, caused by the lack of Comprehensive Budget ManagementInformation Platform. Therefore, this paper makes a specific analysis of the reason forthe lack of Comprehensive Budget Management Information Platform.This paper states the design proposal of design principal, design process and theconstruction plan for the Comprehensive Budget Management Information Platformin Hunan Star Electric Power Group. Combining with the present condition of HunanStar Electric Power Group, this paper makes some suggestions for the construction ofComprehensive Budget Management, in order to fully realize the core managementtheory of comprehensive management and better support the objective of GroupCompany’s budget control. |
