Research On Performance Evaluation Index System Of Credit Guarantee Company In China

In recent years, with the development of market economy, China’s credit guarantee industry has developed rapidly. Credits guarantee as a special arrangements for financial system, to guide the allocation of social resources and to protect the financial intermediation, which has played an indispensable role in ease the SMEs’financing difficulties and improve the environment for corporate finance. However, credit guarantee companies in China inevitably face the dual challenges of risks and increased competition, compared with the international advanced countries, the management level and quality of service are still far behind. In this context, to construct a scientific, rational, comprehensive credit guarantee company’s performance evaluation system is particularly important. This paper based on credit guarantee theory and performance management theory, using the Balanced Scorecard proceeding from a strategic management goals and objectives to explore and research the customer, internal processes, learning and development and financial aspects, constructing a multi-dimensional performance of China’s credit guarantee company evaluation index system. It not only has some theoretical value on rich and expanding application field of performance management, but also has important practical significance in promoting the sustainable development of credit guarantee company. Firstly, this paper describes the research background and significance of the credit guarantee company’s performance evaluation, Overview of the major domestic and foreign literature, then describes the research ideas and methods, and possible inadequacies and innovation. Secondly, describes the major business credit guarantee companies are engaged in, through in-depth analysis of its development status and development problems, proposed the need for credit guarantee company performance evaluation. According to the several prevalent theoretical ideas and methods in the development process of foreign performance evaluation, selected performance evaluation method of this paper. Thirdly, in accordance with the construct ideas and principles of index system, this paper make use of BSC to design credit guarantee company’s performance evaluation system, set19sub-indicators based on study and survey the existing literature, then use AHP to reasonably determine the index weight and by the dimensionless and build membership functions for fuzzy comprehensive evaluation. Finally, use the constructed performance evaluation system to make empirical analysis on several credit guarantee companies in Xuancheng and Bengbu, and draw the conclusion that the credit guarantee company BSC performance evaluation system constructed in this paper is more rational, scientific, it can better response the actual situation of these companies. In reference to the conclusion, we proposed some policy recommendations to enhance the performance of credit guarantee company.
