Land is the foundation of human survival and development, reasonable allocation ofland resources is related to economic development, social stability and the harmony of manand nature, now the urban construction land expansion, the increase, not less, of the scaleof rural residential areas in the urbanization process, rural per capita residential area is toobig, the scale and quality of cultivated land decrease sharply, the relative gap is biggerbetween urban and rural areas caused by the difference of development speed and mode.The above is our problem to be solved, and the overall development planning of urban andrural land use is the basis of solving these problems.Connecting an increase in urban construction with a decrease in rural residential land(for short “CUR”) is the land policy of promoting the development of urban and rural landuse plan as a whole, is to some extent, one of the effective ways to solve the contradictionbetween supply and demand of construction land. But at present in the project of urban andrural construction land increase hook in our country, it has the problem of attachingimportance to take up and supplement of cultivated land scale, but look down on take upand supplement of quality. The purpose of this paper is to create a comprehensiveevaluation method, change the evaluation of balance in take up and supplement ofcultivated land, just pay attention to scale into evaluation of “double balance”, which payattention to scale and productivity. Do research from the angle of the administrativevillages, explore the appropriate degree of social and economic, natural in rural residentialland consolidation, explore the method of evaluating the quality of cultivated landproduced by consolidation based on the methods of farming radius and replace byneighborhood, measure the real potential and potential productivity, then compare with netof occupied farmland scale and the loss of productivity, establish the model of “doublebalance” evaluation to evaluate the potential of “CUR”, then provide reference for “CUR”planning and carry out and sustainable development of cultivated land.From the study in this paper, we can get the following conclusions:(1) It’s completed to build potential calculation of rural residential areas consolidationmodels according to dimensions with administrative villages. By using the comprehensiveapplication with the coefficient of per capita fixed, modified coefficient, buffer analysis,neighborhood analogy and systems approvery referring to grade-combination, combinationof natural factor and grain productivity.(2) It’s completed to calculate of getting scale and layout of net of occupied farmlandand the loss of productivity. Based on planning of city and general land use, farmland classification and capacity calculation results, and the methods spatial overlay attributesconduction.(3) By taking villages and towns as evaluation unit, evaluate occupancy and supplementof quantity and quality in “CUR” from the angle of scale and productivity, established themodel of “double balance” and adopt it into evaluation and zoning, divided into the threeregions according to the results that may occur, which include preferential allopatric“CUR” zone, productivity allopatric “CUR” zone and mainly consolidation “CUR” zone.(4) Took Suning County in Hebei province as a case for empirical study, the realpotential of rural residential land consolidation of the whole County is877.15hm2, thescale of pure occupied cultivated land of the whole County is795.24hm2, the potential ofproductivity of the Whole county is9483449.03kg, the loss of productivity is8901600.90kg, in whole County, real potential of consolidation is larger than the scale of pureoccupied cultivated land, and potential of productivity is larger than loss of productivity, sothe whole County is in a state of balance in occupancy and supplement of cultivated land;the “CUR” potential surplus of scale and productivity in the towns of Shangcun, Liangcun,Fujiazuo, Wanli is positive, and they belong to mainly consolidation “CUR” zone, theyshould create more potential surplus in the future; the “CUR” potential surplus of scale andproductivity in the towns of Suning, Shisuxiang is negative, and they belong to “CUR”zone preferential allopatric, they should build allopatric “CUR” with the town potentialsurplus is positive in the future; in the town of Shaozhuang, Wobei, Hebei, their potentialof scale is positive, but potential of productivity is negative, they belong to productivityallopatric “CUR” zone, they should pay attention to the supplement of the lack inproductivity potential in allopatric “CUR”.
