In2012, No.1document of central government proposes “on acompensated, voluntary basis and in accordance with the law, to guide transfer of landuse rights, and develop multiform moderate scale management, promote theinnovation of the mode of production and management for agriculture”. In2013, No.1document of central government points out: to moderately expand the agriculturaloperating scale can improve management efficiency. However, it doesn’t mean thelarger operating scale, the better. On the one hand, claim moderate scale management,on the other hand, support the cooperative economic organization which takes peasantas main body. Until then, rural land circulation and moderate scale management arebecome the hot issues concerned by society.Realizing scale operation is one of the most important measures for agriculturalsustainable development. It has a profound significance on developing agriculturalmechanization and promoting agricultural modernization. But for scale operation ofland, there is a problem of “moderate”; it is not the larger the better. Then how largeof the scale is proper? At this point, agricultural economic experts do numerous ofstudy and obtain plenty of results. Meanwhile, the agricultural mechanization ishaving a rapid development and gains remarkable achievements. In this situation, andbased on today’s natural environment, economic foundation, operation state,machine’s performance and management level, does it mean the more agriculturalmachinery the better? And how large the operating scale of households withagricultural machinery and agricultural machinery cooperation shall be proper? Is itthe larger the better? Is it to expand endless? Without a doubt, for agriculturalmechanization, it also has the scale problem of “moderate” and “reasonable”,especially under the rapid development of agricultural mechanization operatingservice organization, we must seriously consider about the smart expansion, bycombining theory with practice, make study on moderate scale development ofagricultural mechanization. In this article, it is based on the agricultural production and agriculturalmechanization operating status of Henan province, and combines the actual data fromtypical production and the data collected by investigation. Then with the analysis ofprofit and loss, analytical calculation of machine set productivity, to buildmathematical model of reasonable affordable area and appropriate scale for differentmachine combination. Consequently it reaches a result of operating area for typicalregion of Henan province. This operating area is an affordable area under theconditions of main operational content, operational projects, different machinecombination, and agricultural technology. This result of affordable area provides thetechnical support and reference for guiding the agricultural mechanization serviceorganization to setting the construction scale scientifically, and sound development ofagricultural mechanization.To solving the problem of moderate operating scale for agriculturalmechanization is the essential technical support for ensuring food security. It haspositive meaning for guiding the transfer of rural land moderate scale, improvingagricultural mechanization efficiency, leading to sound and fast development ofagricultural mechanization. What’s more, it also has important guiding function ondevelopment of modern agriculture.During this research, there are still some deficiencies. It has some difficulties ondata collecting of agricultural front-line production material. Since the statistics ofagricultural production material from different regions are inconsistent, the datastatistics for every year have certain differences.
