Agriculture is the foundation of national economy, which has been proved by thedevelopment of human society. In recent years, the ongoing food crisis in foreigncountries and the resulting political unrest，have made people deeply realize theimportance of agricultural basic position. As an agricultural country with more than800million farmers, it is an urgent task to promote the change of agriculturaldevelopment mode and speed up the development of modern agriculture. It is also thereason why the party central committee has been issuing “work file1” for10yearssince2004to guide “three rural”. In which, Henan as the most populous province andthe most important major grain-producing areas in China, it is a new topic for Henanto be resolved urgently that how we build central plains economic region withoutsacrificing agriculture and food, ecology and environment, under severe circumstanceof imbalance between supply and demand of land, and low comparative benefit ofagriculture and food production.To transform the mode of agricultural development, the core is people-oriented andfarmer-oriented. We should take agricultural production rising and farmers’ incomeincrease as the key point. At the same time, we need to co-ordinate rural ecologicalconstruction, local custom and civilization construction and the moving down ofagricultural education as indispensable main point, under the basis of past pureeconomic increase and the optimization of structure. In the transformation ofagricultural development mode, agricultural institutions should also push the changeof higher agricultural education mode with the guidance of serving the new-styleagriculture. The training of agricultural talents and agricultural scientific researchachievements will be driving forces for the development of central plains economicregion and even China’s “three rural” industry for a long time.This article, debating on the basis of the concept and importance of thetransformation of agricultural development mode and combining the relevant theoriesat home and abroad, mainly focuses on the investigation and research of HenanAgricultural University’s spontaneous “9:1” model, which transforms agriculturaldevelopment mode, and innovates the experiment. Through selective analysis andsummary of this model’s experimental evidence、achievement、significance andpromotional value. We aim at attempting beneficially to transform agriculturaldevelopment mode, to provide decision-sample for central plains economic region andour country’s agricultural modernization.This essay, first, in the describing of the current situation of China’s agricultural development, and Henan’s agricultural development, it points out the problems andcontradictions in China’s agricultural development mode, and provides solutions. Onone hand, we need to examine the deficiencies of this single development mode,meanwhile, proposing a comprehensive reform design, which combines economy、structure、industry and education. Then Henan agricultural university’s “9:1” modelwill be introduced.In the second part, through the analysis of relevant policy and background, we pointout the “9:1” model is meaningful for the construction of central plains economicregion. It is a reform trial, which conforms to the times, the policy and the aspirationsof people.In the part of how “9:1” transforms the agricultural development mode and itsachievement, we detailed introduce Henan Agricultural University’s thinking anddeployment. High-end research results and effective agricultural and technologicalpromotion team are the foundation of change of development mode of HenanAgricultural University. Besides, the well operation made the experiment achieve theanticipated goal.The conclusion of this essay clearly points out “9:1” model has the features of goodfoundation, long-term planning, scientific scheming and careful implementation ofinnovation, which takes exemplary roles in construction of central plains economicregion and the real transformation of agricultural development mode.
