Steel industry is an important basic industry of the national economy, is animportant symbol of national economic level and the comprehensive national strength.After tens years of development, the role of market allocation of resources has beencontinuously strengthened, product structure, organization structure, technology andequipment to optimize, effectively support the steady and rapid development of thenational economy. Hebei province is the first large province of steel production inChina, has played a decisive role status in our country. With the development of society,our country entered to further promote scientific development, accelerate transformationof the mode of development stage, the transformation and upgrading of the steelindustry has put forward higher requirements. Hebei steel production although is verylarge, but there are still some probolmes:low industry concentration, low ratio of highadditional value higher product, unreasonable structure of the product, high energyconsumption. How to solve these problems becomes the key of development of steelindustry in Hebei province.Technology roadmap is an effective tool for management of technology andresearch and development management, it’s a hot research field at present, which canprovide the basis for the steel enterprises to make technology planning. TechnologyRoadmap of application in China began not long ago, this paper summarizes therelevant literature, conducts the research to the steel industry in Hebei province by usingthe method of technology roadmap. This paper first conducts the research and thesummary of the technology roadmap theory, on the basis of analyzing the currentsituation of the development of iron and steel industry, combined with the literaturepresents factors affecting the development of steel industry technology, including fivebasic factors and22and two second-order factors, and confirmatory factor analysisusing structural equation, then get the system of influencing factors about steel industrytechnology, this system is composed of five basic factors and20second-order factors.Then, based on analysised factors by SEM and the related literature, expecting toforecast technology about the development of steel industry in Hebei Province in thefuture, using the triangular fuzzy number evaluation method, according to correlationanalysis of influence factors and prediction technology, select35key technologies of four technology fields for steel industry in Hebei province development, finally drawthe implementation of Hebei iron and steel industry technology roadmap and putforward six proposals about using the roadmap.
