| The achievements in medical security system construction attract people’sattention, but with the increasing of income, ageing of Population, changingspectrum of disease and the using of new medical technology, the problem ofexpenditure on medical insurance has been more and more serious. As thosehappened in developed countries, we had taken effective researches on theoreticaland practical level in order to control the rapid increase of medical insuranceexpenditure, but there are no country daring to assert success in this field by now.All of these indicate that we should pay greater efforts on the medical insuranceexpenditure controllingThe Author tries hard to study the plan and policy of medical insuranceexpenditure controlling, adopting statistical, theoretical and bibliographicalanalysis, defining related concepts, analyzing the increasing tendency of ourcountry’s medical insurance expenditure, elaborating the theoretical and practicalarguments in support of precaution’s important position in expenditure controllingand putting forward policy framework and concrete proposals based on the idea ofprecaution.This article can be divided into four parts. The first is an introduction, whichintroduced the background, significance, plan and methods of my research. Thesecond part is a sketch on the medical expenditure controlling. In This part, theauthor gives a definition of precaution and analyses current situation and thedevelopment tendency of the expense controlling and points out its necessity. Thethird part is on arguments from theoretical and practical level. Firstly, the authormakes a summary of those theories of Public Economics, Cybernetics, Behavioral Science and the important achievements from Preventive Medicine to make clearthe theoretical supports for precaution in expense controlling. Secondly, the authorfinds practical arguments in support of precaution by summarizing experiences athome and abroad. The fourth part is about policy and proposals. In this part, theauthor puts forward a simplified precaution system and makes some concreteproposals. |
