Energy security is an important material for economic and social development,while energy consumption has a huge impact on the environment. Increasinglyprominent over-consumption of conventional energy and environmental pollutionproblems that enables governments to increase the renewable energy research andinvestment, and to establish a secure, reliable and stable energy supply system as oneof the strategic focus of the national economy.The current low level of energy technology development of renewable Wuhan,industrial development is not balanced, especially considering the lack of macro-leveldistribution of different resources, the initial investment and long-term gains,technical level situation and development trend of the development of renewableenergy development plan guidance, thus hindering the development of variousrenewable energy sources and efficient utilization of system construction.Development of renewable energy development goals requires not only a clearand effective policies to support, more needs to be based on the basis of acomprehensive evaluation of the local situation and the development of renewableenergy, the formation of distinct advantages and disadvantages, sort reasonable policyevaluation, on the one hand for the government to develop renewable energydevelopment goals and implement support policies to provide differentiated policybasis, on the other hand to provide enterprises with a clear market-oriented.Based on this, in order to build the best system for the development of renewableenergy targets, a comprehensive analysis of the economic, technical, resource andenvironmental factors proposed to build renewable energy systems model, with aview to the2040share of renewable energy to15percent under the framework, builtin Wuhan city as the background for renewable energy systems.This paper model building tools AHP and linear programming is proposed to buildrenewable energy systems model, is divided into two components.The first part is a comprehensive resource benefit assessment module, the firstreference to the use of expert investigation combined with scientific literature,national planning and industry data, select technology, economy, resources,environment, four criteria are more representative level of research and corresponding indicators, and The evaluation determined weights. Then use the test scenarios toassess the potential future development of the technology to determine theconstruction of various renewable energy priorities.The second part, to the linear programming framework, building developmentplanning constraint model to determine the optimal development of each energy scalein order to achieve the ratio of the energy system of the internal structure of thecoordination of the match.The last part, the paper analyzes the current development of renewable energy,Wuhan, obstacles, and gives development proposals.The innovation of this paper is likely to propose a priority of both thearchitecture and excellent build models, can put forward a clearer direction for thegovernment plan. When using the AHP method, using a tone operator carried theweight vector calculation, making the model avoids complex matrix adjustmentoperations, increase the efficiency of the evaluation.
