With development and in-depth application of new technology of world Internet things,cloud computing and new generation mobile broadband networks, a major revolution and newbreakthrough appeared in information development. A senior stage of intelligence developmenthas become the inevitable trend. In December2012, the ministry officially issued the notice ofthe pilot implementation of national smart city and the national smart index system of city, town(district) pilot, which means that national wisdom urban pilot declaration work has been started.Smart city pilot is a significant act of urban development, centre government formally shows theattitude of the smart city construction, and practically promote it. This will stimulate more citiesenter into wisdom city construction boom. As to now, wisdom city pilot work has been officiallylaunched in China, about500cities are expected to construct wisdom city, various constructionhas been invested, such as data centers, network, server, security hardware, consulting, design,service, integration software,, total investment scale is expected to2000billion, which couldbring a new round of industry opportunities.As China’s largest IT integration service providers, Digitalchina from lenovo group, isinvolved in construction and witnessed the whole process of informationization in China. Thedevelopment course of digital China is the epitome of the history of China’s IT services. After10years development, Digitalchina has accumulated strong potential energy in IT distribution,system integration and IT service, and firmly occupy the first position. Face the urbanizationtoday, the new trend of information fusion and traditional IT distribution business competition,digital China has developed into "3by5" stage with the center issue of integration service, andreleased into "smart city" business in2010, then realize the new span with this strategy. Withboth opportunities and challenges, it is very important for digital China to get success that how todevelop smart city development strategy and promot it.In this article, the theories of business administration has been used to analyse the macroenvironment of smart city, the trends of the IT industry, and the internal environment of thecompany with the strategic analysis tools such as strategic management theory, SWOT, Porter’sfive forces model. The main problems which exist in the business operation and the managementin the group has been revealed, which is good to judge the market orientation, and make thedevelopment strategy of the smart city. It will help the development of the smart city businesscore competitiveness in Digitalchina group.
