Research Based On Regional Equalization Of Rural Roads Construction Fund Transfer Payment Mechanism

The current “whoever built feeding” rural roads construction funds transfer paymentmechanism caused r rural roads regional inequality. In order to propose the rural roadsconstruction funds transfer payment mechanism based on regional equalization, this articledefined regional equalization of rural roads, which is that all rural residents enjoy theownership of final approximately equal rural roads, and proposed the evaluation of ruralroads comprehensive density, which is the average number of rural roads densitiescalculated according to the area of agricultural land and the rural population. Secondly itmade static analysis, dynamic analysis and comparative analysis of the eastern, central,western on rural roads under the existing transfer payment mechanism, observed that thedistribution of rural roads in Eastern is better than that in Central, and Central is better thanWestern, and pointed out that the existing rural road construction funds transfer paymentmechanism is not conducive to the regional equalization of rural roads. Then according tothe principles of fairness and efficiency it proposed regional equalization of rural roadsconstruction funds transfer payments decision-making basis based on the transportationneeds, local fiscal capacity and the area of the rural road stock basis, thereby as variablesestablished a new distribution formula for funds transfer payments. Finally, it took ShanxiProvince as an example, to verify the new proposed transfer payment funding allocationconsider the local financial capacity and is more effective than the existing methods inregional equalization.
