Establishment And Application Of Analysis Model For Regional Green Economic Development

Green economy is the new economy development mode recommended byinternational society that focuses on resource consumption reduction and prevention ofecological damage while developing economy. The decision-making and managementof Transference of Regional economy to green economy is based upon sufficientknowledge of resource and environmental influences related to social economicalactivities. Through management and policy induction, green production andconsumption with high economy efficacy, low pollution, low resource consumption andecological damages are encouraged.This research establishes a model to comprehensively evaluate regional economysystem and the resources, ecological and environmental influences of its various sectors.Taking Shan Xi Province as an example, the current situation of material metabolism isanalyzed, major material flow and related environmental impacts type is identified.From angles of production and consumption we discuss environmental pollution,resource consumption, and ecological damage of various sectors, present ranking ofenvironmental impacts in aspect of total quantity and intensity, and identify majorsectors in transference of green economy.On the basis of current situation, we discuss potential changes of environmentalpollution, resource consumption and ecological damage in Shan Xi Province at the year2015under different scenarios of clean production progress, final demand change invarious sectors.The result of this research demonstrates Shan Xi Province is confronting seriousenvironmental problems and great pressure to reduce emission in during the year2010to2015. Major environmental issues include ecological damage of mining, air pollution,coal gangue stack, and carbon dioxide emission. Green economy transference in Shan xiProvince should begin from development of green production in sectors with severeenvironmental impacts and adjustment of final demand structures of current economysystem.The low resource efficiency economy mode in Shanxi Province that bases onmining and raw materials processing industry is the major reason for great environmental impacts and low level of production. Scenario analysis demonstrate thatlimiting rate of increase of final demand in traditional sectors and nurturing newdemands including device manufacture and new service sectors could not onlyguarantee current high speed development of economy but also reach goals to reducepollutant emission, resource consumption and ecological damage.
