Enhancing cultural tourism development plays an important effect on thedevelopment of tourism economy. Developing cultural tourism industry is an importantmeasure to enhance the competitive power. It can push many regions to further explorethe cultural resources, develop and utilize these resources to improve characteristiccultural industry and cultivate new increase point of economy in order to let theadvantages transfer to the economy development.This essay takes the strategic matter of cultural tourism development as the mainpoint, and Qinhuangdao, famous tourism city in our country, as the research objective.Through the view of strategic measures, we try to find how to develop cultural tourismindustry in Qinhuangdao.Firstly, the analysis of introducing the development of cultural tourism at home andabroad, the concept of cultural tourism, meaning, types, characteristics and the basictheory of the development of cultural tourism industry in Qinhuangdao provide a solidtheoretical foundation.Secondly, the advantages, weaknesses, opportunities and threats are talked aboutthrough the SWOT strategic analysis, SWOT analysis of Qinhuangdao tourism, culturaltourism resources from Qinhuangdao City, geographic location, economic strength,tourism development location and environmental analysis of the conditions of thedevelopment of cultural tourism in Qinhuangdao, Qinhuangdao development of urbantourism, we can consider the development of cultural tourism industry in Qinhuangdaoin the city brand, industrial structure, urban tourism products. The above analysisprovide a reality basis for Qinhuangdao cultural tourism industry strategy.Thirdly, on the basis of the SWOT analysis of the development of cultural tourismindustry in Qinhuangdao, respectively, studied the SO strategy of WO strategy, STstrategy, WT strategy, this part of the reactor internal and external environment ofQinhuangdao, the development of cultural tourism industry made a qualitative analysisQinhuangdao of culture and Tourism of the allocation of resources and a number of measures proposed for the back to provide a scientific basis.Finally, I made an analysis on inside and outside environment of Qinhuangdaotourism development and the tourist market. On these bases, I put up Qinhuangdaotourism strategic development of strategic goals and strategic development of spacelayout, strategic development goals, including quantitative targets and qualitative goals.Also, there are some specific measures on how to develop cultural tourism inQinhuangdao based on clear development concept and the tourism industry status. All inall,they play a good effect on the development of cultural tourism in Qinhuangdao.
