A Study On The Problem Of Daqing’s Main Municipal State-owned Enterprise Accomplishment Appraisal

Enterprise accomplishment appraisal plays an import role in business management. With30years reform and opening up and the reform in state-owned enterprise in China, separation between the government and the enterprise, the capital, and the separation of ownership and management occurs evidently. And the relationship between the government and state-owned enterprises comes to state of apparent. Also Government is in the gradually withdrawal in the management of state-owned enterprises. So it has become a hot spot to discuss that how to conduct business and operating results to make accurate and fair enterprise accomplishment appraisal in order to ultimately achieve effective supervision of state-owned asset managers, with whose work the owner of the state-owned assets does not directly intervene. Discussion on this issue will not only help operators to gain more evidence and supporting for his decision making, what is more important is that it can push the reform in state-owned enterprises more steps forward.Our analysis firstly studies on the basic theory and achievement on state-owned enterprise accomplishment appraisal both in domestic and foreign, thus make clear of the main concept of and its significance in the state-owned enterprises accomplishment appraisal. The work above provides a theoretical basis to our main purpose correspondingly. Then, by the analysis of Daqing municipal state-owned enterprises current operation state, we find out the problems existing in these enterprises, following with a analysis from several aspects in depth to investigate that. Further, we establish an appropriate enterprise accomplishment appraisal index system on the basis of the acknowledgement of the problems in Daqing municipal state-owned enterprises also the results of the analysis made above. Next we choose the appropriate method by a comparison in domestic and foreign enterprises accomplishment appraisal to our main target of investigating of the enterprises in Daqing. Finally, according to the enterprise accomplishment appraisal we made above, we raise corresponding countermeasures and suggestions to improve the Daqing municipal state-owned enterprises operating performance.
