Research On Government Drug Policy Based On Qualitative Comparative Analysis

The total size of China’s pharmaceutical market is the third largest in theworld, however, the pharmaceutical innovation ability is far behind otherpharmaceutical power even India. In order to enhance drug innovation capabilityin china, we need to carry out a series of new drug policy innovation in the newdrug research and development, registered and listed three stages, for creating apolicy environment conducive for the new drugs research.Based on clarifying the characteristics of each stage of medical market anddrug innovation activities, this article has the main government drug policyfactors of which have incentive and guarantee effect on drug innovation.Secondly,30countries whose drug policy innovation are classic were chosen asthe cases of this article, QCA is often used to find out how the drug policy and itscombination of the factors influence the drug innovation of a country. Accordingto the result of QCA, analyze the characteristic and incentive effect of variousdrug polic ies. Then find out the type of government policy which fit with thesituation of our country and propound the suggestions. Which comes toconclus ion is that, strict registration with strong degree of patent protection anddrug innovation is the necessary condition for enhancing drug innovation ability.The conclusions of this paper include that, firstly, the strict examination andapproval strong degree patent protection are necessary condition for enhancingdrug innovation ability. Secondly, the type of investment policy and pricing policyhas no positive relationship with a country’s drug innovation ability. In the processwhen we choose the type of investment policy and pricing policy we should led bythe government leading mode to the enterprise leading mode. Eventually, thispaper determined the government’s public investment policy factors, registrationand approval policy, drug pricing policy and patent protection policy as the fourdrug innovation policy implications which influence pharmaceutical innovationactivities.
