The Study Of Mineral Resources Development Reulation In Hebei Province

Mineral resource is not only one of the basic source of human production andsubsistence but also an important material basis for human survival and sustainable socialdevelopment. As a major mining province, Hebei’s sustainable development strategy islargely depended on the sustained and coordinated economic development of miningindustry economics. At present, Hebei province is in the development stage ofindustrialization, thus the resource-based economy is dominant and the pattern is difficultto change. From the view of comprehensive, coordinated and sustainable development,Hebei mining economy faces many outstanding contradictions and problems. In this case,how to create a sound regulation mechanism of mineral resources development isespecially important.In mineral resources development regulation process, the local government is thedirect performer. In this sense, whether they can fulfill their duties in accordance with theprinciple of the same powers and responsibilities will affect the overall sustainabledevelopment and utilization. Therefore, under the present circumstances mineralresources development regulation must be refined to the local government, and it can beconcluded that a systematic study of the mineral resources of the local governmentdevelopment regulation issues not only has important theoretical value and of greatpractical significance.This thesis aims to build a long-term mechanism of mineralresources development regulation by constructing the local government-based frameworkfor mineral resources so that the mineral resources could be utilized effectively andpermanently.We firstly summarized the findings of the domestic and foreign experts and scholarson this issue and found further research was still necessary due to the deficiency of theprevious research, which laid the theoretical significance for the thesis. After that, weestablished a tripartite game model based on the theory of rent-seeking and obtained thecountermeasures of rent-seeking activities by the method of solving the Nash equilibrium.In addition, we got the equilibrium solution after analyzing various strategic portfoliopossibilities according to the dynamic game of the tripartite processes according to thedynamic game of the tripartite processes. Thirdly, not only the status of mineral resources development and utilization but also the situation of economic and social regulation wasanalyzed in the part. At the same time, we evaluated the development order in HebeiProvince via the evaluation index system of mineral resources development order andfound the reason for the change trend of the mining industry order level and theinadequacies in the development order. Afterwards, by playbacking and summarizingseveral typical cases of environmental and safe regulatory occurred recently in HebeiProvince of the mineral resource development regulation, we focused on analyzing thedeep-seated reasons for the these cases，that is, unclear powers and responsibilities ofcontrol subjects, deficient authority of the control laws, unreasonable income distributionmechanism of mineral resources development. At last, on the basis of the above analysisinvestigation and learning the experiences of foreign mineral resources developmentregulation, five pathways were proposed to design a new framework for development ofmineral resources regulation based on local governments, which consists of perfectingand improving mineral resources management system of local governments, constructinga new mechanism for joint solution of negative externalities of mining activities via localgovernment and mining companies, developing the mining rights market vigorously,improving the benefit distribution mechanism between the provinces, cities, county andtownship and effectively safeguarding the interests of farmers in the mining area.
